LJQ ... it's just a windows system. When oracle gives you the message that it cannot do something, you need to identify what in windows is blocking oracle from doing what it wants.
If it names a file or dll etc ... then find out what in windows is accessing it.
Use the tools that I noted ( www.sysinternals.com ) such as
Process Explorer v9.2
Find out what files, registry keys and other objects processes have
open, which DLLs they have loaded, and more. This uniquely powerful
utility will even show you who owns each process.
PsExec v1.58
Execute processes remotely
PsKill v1.11
Terminate local or remote processes
