Actually back in version 7 days a single user could only have around 16
active roles.  According to my 9.2.0.6 database the default value for
max_enabled_roles is now 30.  My 9.2 Reference manual says the default
is 20, but I believe that is a typo.  The range of allowable values is
listed as being 0 to 148.
