Version specific plsql logic handling

I have a problem where I need to look for a parameter value in
v$parameter base on datbase version.I tried looking for conditional
compilation feature introduce in 10G R2 onwards but since it is not
available for prior versions I cannot leverage on that.Logic should
hold true from 8i onwards.Any hints or insight would be of great help
thanks.
