First of all, if the characterset of your database doesn't support Cyrillic, setting NLS_LANG probably won't bring you anywhere If you issue
select * from v$nls_valid_values you will see the allowed charactersets for your platform and version (which you both don't mention)
If your characterset is not correct you need to change the characterset of your database.

Then you need to set NLS_LANG
to something like
Russian_Russia.<characterset>
