Oracle 9i Outline Editor error

I have one sql statement in particular that I am trying to open up in
Outline Editor and I get the error message OUTLINEMGMT-1005: Cannot
launch Outline Editor.  I have been unable to track down this message
anywhere on the net and all other sql statements open up fine.  Is
anyone familar w/ this issue?
