Hello,



Is there a way to get access to the config/startup parameters
of Oracle if you're not logged in as SYSTEM (so basically,
if you're logged in as any user :-) )...



When logged in as SYSTEM, I can use view V$PARAMETER,
but when logged in as SCOTT, I cannot.
