This is the sort of thing that looks like a bug, but may fall in the category: "the specification made no statement of requirements, therefore the code is not contradicting the specification, therefore it is not a bug".
Even if it counts as a bug, I doubt if Oracle give any high priority to fixing it as the work around is to consider a buffer to be dirty only if the bit is set and the buffer is not CR.
