Veritas has nothing to do with RAC on HP/UX and you don't have a choice of something VERSUS RAC ... You either have RAC or you don't and if you do you MUST have an appropriate file system or RAW. This is not a one or the other situation.

If you are thinking of the conversion you suggest, and I have no idea why your DBA's can't work well with RAC, forget 9i and go to 10g and ASM: It solves multiple problems with no additional cost and a lot less hassle.
