At least in my version the migration wizard (which incidentally is called upgrade wizard) has a help button. There it clearly states (as well as on the welcome page) that the only supported versions for an upgrade are

• 8.0.6
• 8.1.7
• 9.0.1
• 9.2

The rest should be obvious.
