Oracle does support clustering, I currently can't remember the name of the Mickeysoft product you need.
In your case I would safely forget about even trying to get such a measly configuration into clustering. In your case even 1 standalone machine with only 128 Mb Ram should show abysmal performance, not talking about 8 developers connection.
You'll need 512M Ram minimum on both of these machines, better still 1G.
