You are right.  I got mixed up with the numbers.  The point is,  if you
backup your database


Backup1:   level 0
Backup2:   level 2
Backup3:   level 1





then do a restore,  the expected behavior is restore Backup1 first,
skip Backup2, restore Backup3 and then archived log
