Those versions of Oracle may have this problem for various reasons. A long time ago I did some search and wrote a note for myself. See http://rootshell.be/~yong321/oranotes/ShutdownHangsWaiting4Logins2Complete.txt (the first part is the summary)

You didn't include the line under "Mon Jan 31 05:33:08 2005". Did you see
SHUTDOWN: waiting for active calls to complete. in alert.log?

Is your problem reproducible? If yes, can you see what user sessions are in v$session when shutdown is hanging? Yong Huang
