I am fairly sure that all Oracle benchmarks on IBM servers have included
that same discount. I believe that other hardware vendors also include their
normal discounts, but some vendors have lower list prices and don't discount
as heavily. You must thing that the Oracle people who work with the TPC or
on TPC benchmarks are not very smart if they didn't already account for
this. This is a complete non-issue.
