Although it's probably not what you want to hear, but I'd suggest you go to http://tahiti.oracle.com (you'll have to register if you haven't already, but it's well worth the time *and* it's free), choose your appropriate oracle version which you for some reasons I cannot fathom considered as irrelevant for your first post, select the 'list of books' and lookup the documentation for create trigger.

If you know what you're doing when creating a trigger, you'll know what the fields in OEM mean. So if you don't have a business requirement (some companys require you to follow standard procedures which might expressely state that you have to use OEM) I'd skip OEM altogether.
