They are on the installation CD. Just do another custom installation (installing to the same Oracle Home as before). Look thru the list of components until you find it. Hint: There probably won't be a check-box item called "ODBC Drivers"; rather, they will be a sub-component of some other item. I just did this yesterday for a 9.2 client-only installation, and the odbc drivers were a part of something like "Windows Tools" or some such. You just have to look for it.
