If you truly want to learn Oracle then learn Oracle which means your only tool is SQL*Plus for the first year or more.

My suggestion is to start with the Concepts and Architecture docs at http://tahiti.oracle.com to unlearn much if not most of what you think you know. Oracle is not even close to being SQL Server by a different company. And the more you know the more you will realize how completely different they are and how completely different PL/SQL is from TSQL.

Given your background good books to start with are the one's authored by Tom Kyte.
