HTTPS from Oracle

I need a method of submitting an XML file via HTTPS to a site which required a client side certificate from Oracle.

I have tried using UTL_HTTP but I have been informed by Oracle that UTL_FILE does not support Client side certificates (2 way authentication).

Has anyone else got any ideas how I could achieve this from and Oracle database.
Would it be possible to do using a Java stored procedure ?
