listener.ora is or should be still in %ORACLE_HOME%\network\admin.
What error do the clients get?

I don't like the latter error message as you can get the same message for a number of reasons.
I *speculate wildly* that you *might* be getting the error for reason 2. If you have changed the HOSTNAME and used a local os account then the OS account would no longer be found (it would have been renamed from PC1\system to PC2\system say). I'd definitely look at reinstalling/recreating dbconsole (maybe there is a metalink note on hos to do this), and listing the error that the client gets.
I have zero idea about isqlplus, I always use sqlplus.exe myself.
