You're serious? the IO generated by Oracle updating control files is so minimal as to be incapable of blocking anything other than an attempt to back up the control file itself. And you can see Tom Kyte's note to you in that regard.

If you have the Oracle control files in the same directory as "other files" then move them (using the proper technique of course).
