10g management server problem

My management server and agent have gotten out of sync somehow. I manually started a blackout and not long after stopped it. Emctl status blackout returns "no blackout registered", but the management server is still showing the database target as being "under blackout". How do I get the management server back in sync with the agent? I've tried restarting the agent, emctl upload, and emctl clearstate. None of these have fixed the problem.

I've already searched OTN and Metalink to no avail. The question has been asked on OTN but received no answers after three months.
