If the goal is to provide priority response for certain users during the day, you should look at Resource Manager. The nice thing is, instead of an arbitrary cut-off time that may not be appropriate during holidays, seasonal cycles, etc, it simply lets everyone go full speed until there is contention, at which point it meters out resources as you specify.
