No it's not.

And even if it were, it wouldn't be supported for very long. Desupport End Dates for 8i are:

Error Correction Support: 	31-DEC-2004
Extended Support: 		31-DEC-2007
Extended Maintenance Support: 	31-DEC-2006

Any particular reason why you are interested in running a practically obsolescent Oracle version on the latest and greatest O/S that Microsoft can muster?

9i and 10g are where all the fun and action are at...
