If FUD means people don't do risky things, then I'm for FUD. I'm not for mere anecdote about a few contractors and government agencies you happen to be "aware of".

How many more times? The organisations of whom you write are highly a-typical. Your advice should apply without qualification to the bulk of users, not the little, select coterie you are "aware of".
