"NLS_DATABASE_PARAMETERS lists permanent NLS parameters of the database." That is set at the database creation.
"NLS_INSTANCE_PARAMETERS lists NLS parameters of the instance." That is set by the init.ora or spfile (or alter system command for a few of them).
