If you have any specific questions about using Oracle on OpenVMS, you can
post them here.
Metalink is usually the best place to look for info on using Oracle on
OpenVMS
For backup, just use a BACKUP/IGNORE=INTERLOCK if you do online backups. The rest is as it is on all other platforms.
