Well, of course you can make a local machine connection behave as though it were coming from a remote machine!
I can always sit at the console at type 'sqlplus system/manager_at_win92' and I've just specified a connection string which will require a listener to work. That I can do so, however, doesn't change the fact that I could have simply done "sqlplus system/manager" and connected without one.
Perhaps the word "need" er, needs a little more hard definition.
But let's not go there. The thread is about what services are *required* for a minimal functioning 10g install on Windows. The Listener isn't a hard-and-fast requirement in that context.
