Where did you get that information? Not true, it is still in effect for mainframe stuff. Companies have been able to buy absolutely plug compatible mainframe hardware for many years.

If the plug compatible hardware vendors have stopped competing, it is because IBM lowered their prices so much to compete with UNIX and Windows platforms. IBM is still required to provide mainframe microcode to the competitors if they want to make plug compatible hardware.
