problem stopping/starting a database

Running Oracle 8.1.7 Personal Edition on Windows XP.

I was experimenting stopping and restarting the database, the database froze completely.m Now I cannot conect. When I try I get the error

ORA-12571: TNS:packet writer failure

According to this link, that happens when the database  is in the process of being shut down
