At this point, I'd have to recommend for you to wipe it clean and
start over.
If you have access to metalink, there are several docs there that
cover cleanly removing all oracle software prior to an installation
(Note:124506.1).
Its an excellent practice to export your registry with regedit.exe prior to making changes to the operating system, and especially important before performing surgery on the registry directly.
Use oui to remove the software.
uninstall oui with "Programs: Add/remove software".
delete the folder c:\program files\oracle
delete the folder c:\oracle\ora92 (may vary in your environment)
delete the key HKLM\SOFTWARE\ORACLE
empty the recycle bin.
reboot.
you may encounter issues with files being locked, such as the ociw32.dll in c:\oracle\ora92\bin. the MS DTC service likes to put a handle on that. Stop that service if its not being used for other programs. Backup software tends to like to load oracle dlls also, so you may need to stop such services in order to finish purging files.
If you hit other file lock issues, grab a copy of the process viewer from SysInternals. You'll be able to search (in a gui app) for the process that has the handle on the file of interest (and kill the process).
