Definitely go with Oracle9iAS latest version because it is Apache, but with some Oracle add-on features like the PlSql mod_plsql.

If you don't require any of the other 9iAS features (portal and forms server for a couple of examples), I would avoid the 9iAS install options that require an infrastructure database.

The PlSql capabilities do not require the infrastructure database.
