Check the logs in the network/logs catalog. (dbsnmp.*)
See if there are any old *.q files in network/agent catalog, they may be blocking the agent from starting.
The agent binary may have to be setuid root to work properly.
That's what I can come up with without more information. Hope it will send you in the right direction, should it not solve your problem.
