I dont know why you have 2 DBWR process. (You sure they belong to the same instance ?).
But even if you have not set the LOG_ARCHIVE_MAX_PROCESSES parameter, you can have multiple archive processes running in an Oracle instance. LOG_ARCHIVE_MAX_PROCESSES specifies the number of archiver background processes that Oracle starts during instance startup. The actual number of archiver processes in use may vary subsequently based on archive workload.
One process will archive one log. If one process is busy and there are two logs to archive, the second one will kick in. Generally, if one can keep up, only one will ever be active.
