Cant shut down Normal

I have an old Win2K system at home running 8i that I occassionally test scripts on. I did a shutdown immediate, startup exclusive, then shutdown normal. The first two steps completed with no problem but the shutdown normal just hangs. I'm not seeing very much CPU resources being used, nor is the disk getting hammered. Any idea what is happening?
