I can't help further without knowing your version. Is this 8.0 or 8.1.x? It makes a difference.

Assuming your init.ora is configured correctly (and you'll need quotes around the mts_dispatchers entry... sorry, I was giving you a flavour for how things should be, not spelling it out exactly, syntactically, correct), then it is clear you don't have automatic registration of dispatchers with the listener working. And if that's not working, you fall at the first hurdle. In 8i, it should work. In 8.0 it won't, because they hadn't invented it yet.

Also, as I mentioned in my earlier post, you can't have SID_NAME=xxxx in the listener.ora if you want this to work. It has got to be SERVICE_NAME=xxxx.

You need to work through the entire reply, not just the first paragraph of it.
