Briefly 11i is an application, not a database as such. It's a laundry list of pre-written, off-the-shelf packages from Oracle, so you can pick and choose the "pieces" you need for your business (eg, inventory, manufacturing, financial, etc). You don't have to write your own custom application. Oracle has done all the work for you (uh-huh, sure). All you have to do is customize it ... which is sometimes as difficult as writing your own from scratch. It uses an Oracle database, which you buy as part of the total solution, to store the information.

And 9i is a generic database that you can use to store any application data of your own.

If you want to be a developer or "ordinary" DBA, go for 9i. If you want to be a "customization" DBA (or a very technical MBA), go for 11i.
