The problem is nowadays IS management is taken over by people with a bean counter background and absolutely no experience or knowledge whatsoever of software or hardware. Other than their notebooks and spreadsheets.
To these, there is no such thing as "gaining advantage through better use of technology". There is only the bottom line, at whatever cost. Preferably quickly, so they can show how good they are at "trimming the fat off IT" and move on before anyone can pin medium term consequences of their indiscriminate cost-cutting on their behinds. Classic hit-and-run.
