If you can't/don't want to change the firewall you will have to change something else. If your firewall prevents traffic on port 1521 there is no magic way to open it up... that's what firewalls are for. What you could do, is find out what ports are open on the firewall and configure the listener for a non-standard port providing it doesn't conflict with some other service.
