You can install 8.1.7.3 and 8.1.7.4 on the same machine. Just make sure that they are in different ORACLE_HOME's. Do you have error messages or something more concrete to support your findings?

The 'mig' utility is not needed to go from 8.1.6 to 8.1.7.x. All you need to do is run a simple upgrade script ($ORACLE_HOME/rdbms/admin/u0801060.sql).
