hung up Oracle 9.2 install plsql/lib

The makefile in $ORACLE_HOME/plsql/lib is crapping out.
When run by hand



    make -f ins_plsql.mk install



produces



/lib/libgcc_s.so.1: undefined reference to 'dl_iterate_phdr_at_GLIBC_2.2.4'



System is Debian Linux kernel 2.4.19



Any help greatly appreciated.
