It depends entirely on whether your current license agreement permits that: is
it transferrable or not? is it term or not? is support paid up? etc., etc.
etc. Many Oracle license agreements are custom written, so it is not possible
for us to give you a definitive answer.
If you can not read or understand the current agreement, then you need to a) let the company's legal advisor interpret it and/or b) get Oracle's sales rep involved. If you do not have access to your current license agreement, find the person who has it and make hir responsible for reading it and giving you an answer.
If you have a non-standard or an old style license, you may need to convert you license to the new agreement. Get BOTH quotes: cost to buy new and drop the old one as well as cost to convert. And look at the 3-5 year number, including support cost, when making your decision.
Note that Oracle's sales reps will generally encourage you to purchase new licenses (don't blame them, it's their job to do so). If you do buy new, ask "what is the trade-in value of the old one". When dealing with Oracle reps, always get everything in writing and especially get written justification / support for their suggestions - if nothing else, this helps you present your case to your management.
