Evidently the vendor has no experience with 9i. This is usually the
gist of the message 'we don't support the most recent version of the
database, and we didn't test it'.
As 8i is going to be desupported soon, I think you should urge the
vendor to cover for not running on a supported version, ie the vendor
should pay for getting ECS. You would do better choosing a different
vendor or change jobs.
