Thank you for the information..
We will probably use 9i for the multilingual database.. I was planning to use UTF8 but now I don't know if I should use AL16UTF16 instead? I look in metalink document and it seem that UTF8 is the universal character version 3.0 and AL16UTF16 is version 3.1..

Is there some criteria I have to consider before choosing between UTF8 and AL16UTF16 ?
