This is an accurate assumption. They call this Extended Assistance Support which ends on the October 31, 2004 for Oracle 8.1.6

One major benefit would be that you are on a supported release for quite
some time if you move to Oracle 9.2.0.1
General support for the following Oracle database ends on these dates:
Oracle8i Release 3 (8.1.7) December 31, 2003 Oracle9i Release 1 (9.0.1) June 30, 2003 Oracle9i Release 2 (9.2.0.1) September 30, 2005
