Alan,

This is an accurate assumption. They call this Extended Assistance Support which ends on the October 31, 2004 for Oracle 8.1.6

Details regarding Oracle 9i new features etc.. can be found here http://otn.oracle.com/products/oracle9i/content.html as well as Oracle's Support site http://metalink.oracle.com/

One major benefit would be that you are on a supported release for quite some time if you move to Oracle 9.2.0.1
General support for the following Oracle database ends on these dates:

Oracle8i Release 3 (8.1.7) December 31, 2003
Oracle9i Release 1 (9.0.1) June 30, 2003
Oracle9i Release 2 (9.2.0.1) September 30, 2005
