Upgrading OMS 9.0.1 to 9.2

We want to upgrade our 9.0 OMS to 9.2. We exported the 9.0 repository schema and imported back into the same database but a new schema name, then ran the upgrade scripts. The 9.2 OMS starts up just fine but when we try to connect to it we get invalid username/password. Are the administrators stored outside of the repository schema? Is there something special you have to do to copy over the administrators? Even the default one does not work.
