oracle french and php

hello

i use PHP and Oracle8 french

problem 1 :

when i try to insert strings with french caracters with accents the query doesn't work because the caracters are not accepted :(

problem 2 :

with ' when i do a insert, in the database, i have \\\' ... well it add too much \ :(

do i have to change something in oracle configuration ? thanks
