If you have the tnsping command on the client, trying connecting to the server that way.
tnsping
eg tnsping my_db
where my_db appears in the tnsnames.ora file with the correct connection info.

Enabling tracing might or might not help you diagnose the problem as can produce mountains of info, with the errors hidden amongst the mountain.

Have a read of the doco for network administrator, especially the sections of listener.ora and sqlnet.ora for the setting for TRACING. eg TRACE_LEVEL_ =
