I agree with Sybrand, forget trying to copy the system tables. Just create a new database (with SQL.BSQ mods) and copy the application data.
Depending on the version you will have multiple options to perform this copy

If you don't have the server/space, organise a project plan and budget and lobby the people who need to make this decision.
