I don't pretend to be an expert WRT 9iASR2, but I do have it installed and I am trying to learn how to control it. I submitted an iTAR to ask the very same question(s). The response essentially said that at least for FORMS/REPORTS/PORTAL there is really nothing additional to start or stop. These utilities become automagically available after Apache (httpd) is running via various "plug-ins".
When I mentioned that it appears they can be started/stopped via OEM so why can't I do the same from the command line. I got the same response as above. At this point I gave up, because online testing seemed to validate what I was told.
