Hi Seward,

You need to configure the OMS first via the OEM Configuration Assistant. As part of the process it will require you to select or create a database for the OEM repository which it then creates. Once, configured, the OMS has a chance of starting.

The OEM Configuration Guide is recommended reading (followed by the OEM Concepts and OEM Administration manuals) found at http://tahiti.oracle.com
