I sincerely apologize for giving a dirty suggestion without properly reading your post.
Yes Your Shared Memory setting is very low. I think for the latest linux kernel (i think 2.4) you can set these SHARED MEMORY and SEMAPHORE settings by modifying the /proc/sys/kernel directory.
For the old kernel you have to modify the shmparam.h and sem.h files and rebuild the linux kernel.
